Looks as if they had parked close to the water when it was low tide and didn't make it back in time before the high tide came in.

I saw a similar thing happen when I was a kid, while vacationing at Daytona beach. Several people had parked their cars near the water. Then as the high tide came in people were running to move their cars. There was one guy that didn't make it in time and his car was covered in water by the time a wrecker got there to pull him out. Still remember him opening the door and all this water rushed out and knocked him to the ground.

I wouldn't try to pull a fifth wheel (or any big camper) down into the sand.. even if it were away from the water.

I saw this a couple of years ago. There is a campground that in order to get in, you must pull your RV across the beach and onto a small island. You can only get in/out during low tide, but apprently it is great, because there was all sorts of talk about trying to get a site there. I believe it's in CA.

Maybe the camper was dirty, and he was looking for a good way to wash it. (Clearly, I know knothing about washing campers, or how it's accomplished.)
